Ms. Yong Ying-I, is Chairman of the Central Provident Fund Board and Senior Advisor (Smart Nation & Digital Economy – Research, Innovation, Enterprise) at SNDGO, Prime Minister’s Office. She is Chair of SG-Innovate, a Government-owned high-tech venture-building entity. Ms. Yong is also the Deputy Chairman of the Singapore Symphony Group and a Board member of SingTel.

A career civil servant, Ms. Yong was Permanent Secretary (Communications and Information) and Permanent Secretary (Cybersecurity) prior to her retirement from the Singapore Public Service in April 2022.  In her 36-year public service career, her roles included serving as Principal Private Secretary to then-DPM Lee Hsien Loong. She has held six Permanent Secretary appointments in three ministries (Manpower, Health, Communications & Information) and in three departments in the Prime Minister’s Office (Public Service, National Research & Development, Cybersecurity). She has chaired the Infocomm Development Authority*, Workforce Development Agency**, Ministry of Health Holdings, and the Civil Service College.

In her career, Ms. Yong has been closely involved in developing the Public Service’s human resources, in particular its leadership and talent pipelines. She has had many leadership roles to strategise and develop Singapore’s science, technology, and innovation ecosystem, including our national infocomm and digital journey, and our deep-tech research and innovation ecosystem under the Research Innovation Enterprise umbrella. Her involvement continues with her PMO Senior Advisor role, where she co-chairs several of International Advisory Panels in SNDE technologies, including AI Sg, Future Communications, and Cybersecurity.

Ms. Yong holds a Master of Economics from the University of Cambridge and a Master of Business Administration from Harvard Graduate School of Business. She was awarded the Public Administration Medal (Silver) in 1997 and the Public Administration Medal (Gold) in 2005.
