More than 350 healthcare leaders, clinicians, researchers and healthcare professionals gathered on 15 September 2026 for the NUHS Appropriate and Value-Based Care (AVBC) Symposium 2026, celebrating a decade of NUHS' journey in value-based healthcare.

The event brought together participants from across NUHS, the Ministry of Health (MOH), SingHealth, NHG Health, St. Luke's Hospital and the international Value Catalyst Community to reflect on the lessons, impact and future of Appropriate and Value-Based Care.

Held under the theme, "A Decade of Driving Value in Healthcare", the symposium was graced by Mdm Rahayu Mahzam, Minister of State, Ministry of Digital Development and Information & Ministry of Health. In her opening address, Mdm Rahayu underscored that value-based healthcare is not simply a framework or measurement system, but a mindset centred on delivering better outcomes for patients and understanding care through the patient's perspective. She also highlighted the importance of Patient-Reported Outcome Measures (PROMs) and the development of a national PROMs programme to strengthen healthcare improvement efforts across Singapore.

The symposium featured local and international speakers who explored four key themes: Transforming Care for Value and Appropriateness, Shaping Value Around What Matters to Patients, Aligning Payment and Incentives for Value, and Carrying Value Forward. A keynote presentation by Professor Gregory Katz, Chair of Value-Based Healthcare, Université Paris Cité School of Medicine and President of PromTime, explored why safe outcomes benchmarking is critical to scaling value-based healthcare and building learning health systems.

The symposium also marked the launch of two publications commemorating NUHS' 10-year value journey: A Practical Framework for Measuring Health Outcomes at NUHS – The First Decade of Our Journey and the NUHS Clinical Outcomes Book. 

Delegates also visited an accompanying exhibition showcasing key milestones and impact achieved over the past decade, alongside patient stories demonstrating how outcomes measurement, care redesign and innovation have improved care across the health system. The exhibition also featured reflections from clinical leaders across NUHS on the questions, misconceptions and scepticism that accompanied the early days of value-based healthcare, as well as the lessons learnt and mindset shifts that emerged through a decade of implementation. 

Most importantly, the symposium was an opportunity to celebrate a decade of learning, collaboration and innovation, while reaffirming NUHS' commitment to delivering the right care, at the right time, in the right place for every patient. As NUHS looks ahead, the next phase of the journey will focus on strengthening Appropriate and Value-Based Care across the health system and continuing to improve the outcomes that matter most to patients.
