Professor Gregory Katz
Chair of Value-Based Healthcare, Université Paris Cité School of Medicine

Gregory Katz is Professor and Chair of Value-Based Health Care at Université Paris Cité School of Medicine. A member of the French National Academy of Surgery, his research focuses on Patient-Reported Outcome Measures (PROMs), care appropriateness, and the role of peer benchmarking in driving continuous improvement. He sits on the expert board of the Statista-Newsweek World's Best Hospitals ranking. Gregory Katz has served as Chief Scientific and Innovation Officer at major European hospital groups. He is currently the President of PromTime, a health data science company specializing in implementing Value-Based Health Care and peer benchmarking. PromTime works with leading hospitals, payers, regulators, patient associations, and medical specialty organizations to support PROM adoption and professional self-regulation.

Dr Marcia Makdisse
Founder of Mak Valor Mentoring and Academia VBHC
Dr Marcia Makdisse is a cardiologist and one of Latin America’s leading voices in Value-Based Care (VBC). She holds a Master of Science in Healthcare Transformation from The University of Texas at Austin and is the founder of Mak Valor Mentoring and Academia VBHC.
Over the past decade, she has partnered with healthcare organisations across Latin America to advance VBC through outcomes measurement, care redesign, leadership development, and innovative payment models. Following 10 years as Head of Cardiology, she led the creation of Latin America’s first Value Management Office at Hospital Israelita Albert Einstein and currently serves as Ambassador of VBHC Center Europe and Scientific Partner of the Oxford Value and Stewardship Programme.
Her work has contributed to internationally recognised VBHC initiatives, including the 2026 VBHC Prize-winning Low Back Pain Integrated Care Network. Dr Makdisse has published more than 50 peer-reviewed scientific articles and co-edited and co-authored the Brazilian Atlas of Variation in Healthcare.

Adjunct Assistant Prof Sandra Tan is a specialist in Advanced Internal Medicine and Clinical Lead of NUHS@Home, the Mobile Inpatient Care@Home service of the National University Health System (NUHS) in Singapore, which delivers acute hospital-level care safely in patients’ homes. She leads the development, implementation and refinement of clinical service plans in line with the strategic directions of Singapore’s Ministry of Health and NUHS, ensuring the service is well integrated across institutions and care settings. In her role, she oversees clinical operations and works closely with the healthcare cluster’s key stakeholders to determine the spread of services, assure clinical quality outcomes, and ensure timely, cost effective care.
She is also responsible for establishing robust clinical governance and maintaining compliance with national regulations and institutional policies. She plays a central role in guiding multidisciplinary teams to deliver safe, patient centred virtual care that preserves hospital-equivalent standards while improving patients’ comfort and experience at home.

Dr Amit Gutkind

Dr Gutkind serves as the Head of the Medical, Quality & Safety Care, Risk Management, and Infection Prevention Division at Sheba Tel Hashomer Medical Center, Israel. With extensive experience in the fields of Hemato-Oncology and Pediatric Bone Marrow Transplantation, Dr Gutkind has dedicated recent years to advancing healthcare systems with a specific focus on quality and patient safety. His fields of expertise include quality assessment, performance measurement, and the implementation of continuous improvement strategies across a wide range of medical services.
For the past several years, Dr Gutkind has been a senior partner in leading Sheba Medical Center’s accreditation processes, ensuring alignment with international standards of healthcare excellence. Additionally, he serves as Chairman of the Institutional Committee for the authorization of New Medical Technologies and acts as a consultant on a groundbreaking project aimed at enhancing quality and safety culture using AI-based systems. Dr Gutkind has also driven the integration of Patient-Reported Outcome Measures (PROMs) as a central tool for improving care quality and efficiency.
Dr. Gutkind earned his Ph.D. from the Faculty of Medicine and Health Sciences, Tel Aviv University, Israel. His doctoral research, focused on advancing methodologies for identifying adverse drug events and evaluating the clinical and economic impacts of decision-support technologies in reducing medication-related harm.

Dr Benjamin Tan

Dr Benjamin Tan underwent his medical training at the Yong Loo Lin School of Medicine National University of Singapore (NUS), where he graduated in 2013 on the Dean's List. For his achievements in medical school, he was awarded the prestigious Lee Hsien Loong Award for Outstanding All-Round Achievement by the Ministry of Education, Singapore. Dr Tan then underwent his postgraduate residency training in the National University Health System (NUHS). He previously served as Chief Resident of the University Medicine Cluster at NUHS. He attained his Master of Clinical Investigation degree from the NUS, supported by a Ministry of Health Healthcare Research Scholarship. He subsequently obtained specialist accreditation in Neurology in 2021.
From 2024 to 2025, Dr Tan pursued a research fellowship under the mentorship of Dr Jonathan Rosand and Dr Christopher D Anderson at the Center of Genomic Medicine, Massachusetts General Hospital, USA and Harvard Medical School, USA. Supported by an NMRC Research Training Fellowship, he gained expertise in population genetics and computational biology approaches for stroke and cerebrovascular disease.
Dr Tan has been active in medical education and clinical research. In 2025, he was awarded the NUS Medicine Annual Teaching Excellence Award (Individual). He has published more than 200 papers in international peer-reviewed journals. Dr Tan is a Joint Principal Investigator at the Institute of Molecular and Cell Biology (IMCB), A*STAR and the Neurology Specialty Editor of the Singapore Medical Journal. He is also a Committee Member of the New Scientific Initiatives Taskforce, Council on Stroke at the European Society of Cardiology (ESC).
Currently, Dr Tan's clinical and research interests span young stroke, cerebrovascular disease genetics, heart-brain interactions and brain health.

Eva Villalba is an internationally recognized value-based health care leader and advocate for patient-centered care. As Executive Director of the Quebec Cancer Coalition, she advances policy and system transformation to improve outcomes for people affected by cancer.
She co-chairs the Resilient Healthcare Coalition, a cross-sector initiative bringing together public, private, and community leaders to build a more agile, equitable, and outcomes-driven health system. She also serves on the board of the Artificial Intelligence Impact Alliance, promoting the role of AI for social good.
Eva holds an MBA from HEC Montréal and a Master of Science in Health Transformation from the University of Texas at Austin, where she was the first Canadian graduate in VBHC under Professor Elizabeth Teisberg. She is currently a PhD candidate at Radboud University Medical Center, under Professor Paul van der Nat, focusing on VBHC and patient partnership.
Founder of Expertise Valeur en Santé and the VBHC Summit Canada, Eva is also faculty with ICHOM Education and an active contributor to international VBHC networks, including a core member of the Value Catalyst Learning Community. She is a sought-after speaker committed to advancing collaborative, patient-centered health system transformation.

Associate Professor Scott Wallace
Founder, CEO and Lead Faculty, Health Value Academy
Associate Professor, Dell Medical School, University of Texas at Austin
Since 2007, he has worked on high-value transformations spanning a wide array of health conditions in more than 15 countries.
In 2024, A/Prof Wallace founded the Health Value Academy and launched the ICHOM-Certified Value-Based Health Care Program, a 15-week online training program that builds skills and perspectives in high-value transformation. To date, the programme has graduated over 550 people from 41 countries.
In 2016, A/Prof Wallace was recruited as the first Chief Business Officer of the Dell Medical School at the University of Texas at Austin. In addition to helping launch the medical school, he led the creation and launch of the Master of Science in Health Care Transformation programme, the first-degree programme offered jointly by Dell Med and the McCombs School of Business. His work in co-creating and teaching five of its nine courses resulted in his being awarded the university’s highest academic honor for educational innovation and teaching excellence in 2023. Prior to UT Austin, he helped launch the Master of Health Care Delivery Science programme at Dartmouth.
Working with Elizabeth Teisberg, A/Prof Wallace created the Experience Group Research Methodology to efficiently identify outcomes that matter most to patients.
Appointed by President George W. Bush in 2006, he chaired the federal commission that created the first health IT strategic plan for the country. A/Prof Wallace holds J. D. and M.B.A. degrees from the University of Chicago, and a B.A. from Duke University.

Dr Dana Gelb Safran, ScD is an internationally recognised healthcare leader, measurement scientist and health policy expert. She most recently served as President and Chief Executive Officer of the National Quality Forum. A central focus of her career has been combining the science of quality measurement with its practical application to improve healthcare quality, outcomes and affordability. She has held leadership roles at Blue Cross Blue Shield of Massachusetts, where she helped develop the pioneering Alternative Quality Contract (AQC), which is widely credited with having catalyzed the value-based payment movement among public and private payers nationally. Dr Safran is also a faculty member at Tufts University School of Medicine.
