The Workplace Safety and Health (WSH) Institute is inviting interested parties to submit proposals for research projects aligned to the National WSH Research Agenda 2011-2016.
Two separate Request for Proposals (RFPs) have been issued, corresponding to the 2 broad WSH research themes of
(i) Business and Organizational Aspects of WSH and (ii) WSH Risks and Solutions

The Proposer shall not include in the rates and prices proposed in his proposal, the Singapore Goods and Services Tax (GST) chargeable for the supply of Goods or Services required in the Proposal. All rates and prices quoted shall be exclusive of the said GST chargeable on the supply of the said Goods and Services.
PIs are encouraged to include these costs in their budgeting:
- Research Administrative Support cost and - Core support and facilities usage
These costs should add up to an equivalent of 60% of the total direct cost, to cover for costs incurred in supporting the resources.
Application Criteria
- Proposers who are registered with the relevant Government Registration Authority (GRA), specifying that they have met the criteria for this Proposal, must declare their registration status in the manner set out in the RFP.
- Proposers who do not hold a valid registration from the relevant GRA specifying that they have met the criteria for this Proposal are advised to apply for the registration with the relevant GRA at the earliest possible opportunity and declare their registration status in their proposals. Such Proposers should apply for registration with the Ministry of Finance through the Electronic Business (GeBIZ) with effect from 9th September 2002. If by the closing date of proposal, their registration with the relevant GRA is still pending, Proposers should enclose a copy of the receipt for registration fee paid issued by the GRA(s) with their proposals.
- Any company or business that is currently debarred from participating in Government proposal is not eligible to participate in this Proposal.
- If a proposal is submitted without explicitly mentioning that the Proposer is currently debarred, the Government shall treat the submission of the proposal as an express continuing declaration by the Proposer that the Proposer is in fact eligible to participate in this Proposal and, if such a declaration is discovered to be false, the Government will be entitled to rescind any contracts entered into pursuant to such a tender, without the Government being liable therefore in damages or compensation.

Submission of proposals will be via GeBIZ (www.gebiz.gov.sg ) only. Deadline: 28th October 2011 (4pm).
Interested applicants will need to attend the compulsory briefing on 4th October 2011, 10am, at 5 Maxwell Road, MND complex, #20-00 Tower Block. Please register with Dr Chen Yiquan (email: chen_yiquan@wshi.gov.sg ) by 4pm on 30th Sept 2011 (Friday), and provide Dr. Chen with your names, designations, company represented and contact details.
