MERLION Programme- Call for Joint Franco-Singapore Research Projects

The MERLION 2006 programme, launched in December 2005 by the Science and Higher Education Section of the Embassy of France in Singapore, is an initiative conducted in collaboration with Singaporean research institutions in the areas of science and technology.  MERLION provides support for joint scientific and technological projects and encourages the formation of Franco-Singaporean research laboratories such as IPAL, SONDRA or Thales@NTU.  An annual call is jointly launched by the French Embassy and A*STAR, NUS, NTU, SMU, TLL, NNI and other Singaporean research organizations.

Funding Support


The Table below summarizes the co-funding arrangement:




Funded by the French Embassy of Singapore

Funded by NUS*

MERLION Project
(up to 2 years)

French Embassy provides up to7,500 € per annum per project
NUS provides up to S$15,000 per annum per project

For NUS PI:
- Round trips to France
- Per Diem of up to 10 days

Academic Visitors from the French Team(e.g. Profs, Post-Docs)
- Round trips to Singapore
- Insurance
- Daily allowances (per diem of up to 10 days) according prevailing NUS guidelines from OHR
- Accommodations in Visitor's Lodge or a standard room in a moderate class (3 or 4 star) hotel

For NUS PhD student/Post-doc :
- Monthly allowance while in France (min 1 month / max 3 months per year )
- Social security and civil liability allowance

For France-based PhD student/Post-doc :
- Monthly allowance while in Singapore (min 1 month / max 3 months per year )
- Social security and civil liability allowance

 

 

MERLION Workshop

Shared funding between French Embassy and NUS, based on the estimated budget.

 

French Embassy provides up to €15,000, while NUS provides up to S$30,000 per workshop.

 

NUS allowable terms *:
- Travel Support - Airfare, per diem, accommodation **
- Local domestic travel (i.e., to and from venue)
- Conference meals 
- Conference-related consumables
- Printing charges
- Communication expenses 
- Honorarium (for distinguished presenters)

(For items not listed above, French Embassy and ODPRT approvals are required.)

MERLION PhD

Only for students who are about to or have just started their 1st year of PhD studies.

The first stay in France has to take place in 2012.

For NUS PhD students : 
- One return airticket
- Monthly allowance while in France (18 months over 3 years; up to 6 months per year)
- Medical and civil liability allowance

All other expenses (research manpower, etc.)

 

NUS PhD students would continue to receive Research Scholarship during stint in France

 

US PhD students would continue to receive Research Scholarship during stint in France


* NUS prevailing guidelines would apply.  
**Please note that NUS is required to withhold tax on payments made to non-residents (NRs) that include non-resident professionals (NRPs), if applicable. 

Please note that the allocated funds for MERLION Projects are not meant for the research works but to support the following:


  • Missions for French/NUS PIs to go to Singapore/France
  • Invitations for French/NUS PIs to go to France/Singapore
  • Support for NUS junior scientists in France

Application Procedures

SoM PI
  1. Online application to French Embassy by 26 August 2011, 5pm Singapore time (11am French time)
  2.  

  3. Hardcopy submission should include the following:
    1. a printed copy of the online submission
    2. the NUS MERLION Cover Page as attached
