Dr Huggan graduated from the University of Edinburgh in 1999. He did his early post-graduate training in Central Scotland before moving to New Zealand in 2001, working as registrar and clinical lecturer at Dunedin Hospital and the University of Otago until 2005. He moved to Christchurch Hospital in 2005 to complete advanced training in general internal medicine and to commence post-fellowship training in clinical infectious disease. He represented trainee interests on the NZ Board of Censors of the Royal  Australian College of Physicians from 2003-2005 and was awarded College Fellowship in 2006. Dr Huggan moved to Singapore in 2009 to complete his infectious diseases training and to take up a post as consultant/associate consultant in general medicine/infectious disease. Dr Huggan has clinical and research interests in post-graduate medical education, acute medicine and the epidemiology of major bacterial infections.
